MINUTES OF SPECIAL COMMISSIONERS MEETING
October 15, 2003
The October 15, 2003 Special Meeting of the Board of Commissioners of the San Juan County FPD #2 was called to order by Chairman John Erly at 3:00 P.M. at the Eastsound Firehall. The Special meeting was also attended by Commissioner Phalan, Commissioner Olsan, Chief Gary Bennett and EMS Division Chief Garth Eimers. The meeting was a working session on the Fire portion of the proposed 2004 Budget. Proper notice was both published and posted. See attached worksheets for reference. General discussions were held covering the following topics.
General Issues:
Property tax estimates are all up from previous years. The figures are supplied by County Assessor Paul Dossett.
Fire Issues:

Revenue:
It is expected that there will be one engine this year for surplus.
Revenue estimates are conservative.
Interest rate has dropped.
Some grants are expected for both Fire and EMS.
Expenses
There will be no elections this coming year.
There will be a state audit this year, should not be above $5,000.00
There will be two new engines this year approx. $360,000 per unit.
Laptop for portability, for inventory control on equipment.
Bar tags and bar code reader.
Phone system upgrades needed.
Pocket PC for on scene commander
Xerox lease is up this year and are looking at a color upgrade for mapping.
GIS costs unknown
Custodial services do be reduced.
Improvements to stations:
- Station 22 needs water system
- Station 23 needs floor.

Station 24 needs new building cost unknown ( maybe $300,000).

Station 25 needs paint
New equipment for Maintenance budget
New software for Public Education.
Communication Budget increased for more pagers and two ways.
Discussion to follow regarding wage and benefit costs.
Unknowns are:
- Medical Control Contract
- Paramedic Contract
Discussion followed regarding how much increase to take this year. Took $.95 last year should consider taking more this year.
Commissioners called for a five minute break at 4:40 and reconvened at 4:45.
Commissioner Erly moved and Commissioner Olsan seconded to continue this meeting until the afternoon of Monday October 27th at 2:00 PM.
