MINUTES OF SPECIAL COMMISSIONERS MEETING
October 27, 2003
(Continuance of October 15, 2004 Budget Workshop)

The October 27, 2003 Special Meeting of the Board of Commissioners of the San Juan County FPD #2 was called to order by Chairman John Erly at 2:02 P.M. at the Eastsound Firehall. The Special meeting was also attended by Commissioner Phalan, Commissioner Olsan, Chief Gary Bennett and EMS Division Chief Garth Eimers. The meeting was a continuance of the 2004 Budget Planning workshop on the Fire Division on October 15, 2003. Notice of the continuance of the October 15th Special Meeting was posted.

Budget adjustments:

Chief Bennett reviewed the changes reflected in the proposed budget as instructed by the Commissioners

  • 522-10-10: Addition of CPR /First Aid Coordinator @ $100/mo

  • 528-10-64: Additional of minitor replacement funds or pagers with stored voice HT 1000 increases category $12,000

  • 522-50-41: Fire facilities professional services used for custodial services moved to category 522-50-48

  • 522-20-64: Increase for outfitting two new pumpers; $50K taxes will be due on the new pumpers

Generally the increases are for the new apparatus needs, increasing radios and communication equipment, physicals for volunteers.

Chief Bennett noted that three additional pumper purchases and a rescue unit are projected over the next four years.

There was discussion of the wage increase for the chief to bring his salary into parity with other similar districts. Additionally it has been proposed that his dependent medical coverage, which is already paid by the district, be moved to income. There are tax and potential retirement benefits for the Chief to making that switch, with only minimal tax ramifications to the district. The Chief salary increase currently proposed reflects a $2,860 increase plus a $1,131 COLA. Raises and a COLA are also proposed for the EMS Chief, the Public Education Officer and the District Mechanic.

It is likely that a rescue unit will be ordered in 2004 which generally requires a one year delivery time.

A draft report has been received from Emergency Services Consulting, Inc ("ESCI"). It is being reviewed by the Chief, EMS Chief, Commissioners and Battalion Chiefs for their input and additional specific areas to be addressed. They propose that all EMTs have 2-way radios. There are questions about whether that is actually necessary, though generally believed that safety issues mandate increased radios and pagers. Chief Bennett noted that the Federal Government is offering grant monies particularly in the field of communication. That potential could lessen the impact on our budget.

The Open Public Meeting will be held at 7:00 P.M. this evening for public input on the 2004 budget proposals.

ADJOURNMENT:

There being no further business, a motion was made by Commissioner Olsan and seconded by Commissioner Erly to adjourn. The motion was voted upon and approved unanimously at 2:40 P.M.
