MINUTES OF SPECIAL COMMISSIONERS MEETING
November 18, 2003

The November 18, 2003 Special Meeting of the Board of Commissioners of the San Juan County FPD #2 was called to order by Chairman John Erly at 4:05 P.M. at the Eastsound Firehall. The Special meeting was also attended by Commissioner Phalan, Commissioner Olsan, Chief Gary Bennett, and EMS Division Chief Garth Eimers. The meeting was for the discussion of the Medical Control issue address at the Regular meeting of the Board of Commissioners on November 11, 2003. Proper notice was posted and given.

A copy of the November 7, 2003 summary of proposals received from entities or individuals interested in providing Medical Control for the Fire District. A copy of the letter and recommendation by Mr. Eimers is attached and incorporated by reference.

EMS Chief Eimers is seeking the authorization of the Board of Commissioners to contract with Dr. Michael Sullivan for the provision of Medical Control through the emergency physician staffing group at St. Joseph's Hospital. Dr. Sullivan is the Assistant Medical Director of the Emergency Room.

Chief Eimers met on November 18th with David Shinstom, M.D. to discuss the elements of Dr. Shinstrom's proposal to the Commissioners at their November 11, 2003 meeting and explored two elements specifically, the financial aspects and his ability to staff his proposal.

The agreement with Dr. Sullivan will encompass needs of the district, and have a start date of January 1, 2004. He intends to try to have the agreement in place for final approval at the December 9, 2003 meeting of the Board.

In response to questioning by Commissioner Phalan he explained the paramedics would call the Emergency room of St. Joseph's Hospital. The emergency physicians group doctors are scheduled on a rotating basis. The most recent doctor on rotation would be the triage doctor responding to the telephonic medical control calls.

A motion was made by Commissioner Olsan and seconded by Commissioner Erly to approve the recommendation of EMS Chief Garth Eimers to contract for medical control with Dr. Sullivan. The contract terms would be negotiated with Dr Sullivan. The San Juan County Medical Program Director will prepare a document assigning medical control to Dr. Sullivan. The motion was voted upon and approved unanimously.

There being no further business a motion was made by Commissioner Olsan and seconded by Commissioner Erly to adjourn. The motion was approved unanimously and adjourned at 4:15 P.M.
