WSDOT Ferries Division Assistant Secretary David Moseley gave a presentation to the state Joint Legislative Audit and Review Commission (JLARC) on the State Auditor’s Office (SAO) performance audit on vessel construction costs last week.
He wrote in his weekly update: WSF worked cooperatively with the SAO and overall found the audit helpful and constructive. We appreciate the recognition that WSF uses the majority of the leading practices recommended in the report. In instances where we are not currently using a recommended lead practice, we will evaluate the potential for cost savings on a case-by-case basis.
As stated in the auditor’s report, the primary cost drivers for new vessel construction are policy issues set by the Legislature, including Build-in-Washington and the Apprenticeship Act. "
