Tuesday, May 8, San Juan County Council approved a ballot measure asking for a three-tenths of one percent (0.003) increase in sales tax to support law enforcement services. The current sales tax rate is 7.8 percent. If approved by voters, this measure would increase it to 8.1 percent.

The 2012 first quarter financial report of San Juan County government finances indicates no need for mid term adjustments in the budget this year. The report does rstate the obvious - a fact heard state-wide since property tax increases were limited to 1 percent per year - the budget is not sustainable long-term. Services which increase more than 1 percent per year in cost cannot continue to be provided by an entity limited to a 1 percent increase in revenue.

A "certain amount of risk" to the safety of the community by not funding a deputy sheriff position is acceptable. That was one decision made by the three-member San Juan County Council budget subcommittee. The committee, which meets privately, recommended not reinstating four positions which had been cut to balance the 2012 budget until the results were known of concessions from the union and sheriff's guild.

A public hearing on increases in fees for San Juan County building permits and user fees will be held at 10:15 a.m. Tuesday, November 29 in the Legislative building at 55 Second Street in Friday Harbor. Both the Parks Department and the Community Development and Planning Department are directed to cover certain parts of their operations with fees from the people using the services.

San Juan County's 2012 preliminary budget is online. The draft general fund budget is $16,924,893, the total of all budgets is $51,441,124.

The 163-page document includes information about each department, what it does, 2011 accomplishments, 2012 objectives.

PRESS RELEASE: Budget cuts in in March 2012 will force San Juan County Prosecuting Attorney Randall K. Gaylord to lay off the one deputy prosecutor handling misdemeanors from full-time to about half-time.

"This 50 percent reduction in misdemeanor prosecution will disrupt what people expect in public safety," said Gaylord.

San Juan County Council adopted the  2012 budget Tuesday, November 29, 2011. On Thursday, December 1, the council decided to tenatively approve an agreement reducing the county employee 2012 healthcare plan costs by $360,000.

Local 1849 members voted to make the change to a higher deductible plan earlier in November. The council held a three-part closed session this week before approving the switch to the lower-cost healthcare plan.

PRESS RELEASE: San Juan County Administrator Pete Rose began his budget message by saying, “A funny thing happened on the road to recovery” and proceeded on through nine pages of bad news.

He noted that the 2012 will be the County’s fourth consecutive year of cutbacks and the workforce in the County’s general fund departments, which have been reduced from 154 to 131.3 over the past four years will probably shed another three full-time equivalent jobs.
