Orcas Recycling Services Inc./The Exchange's bid in response to San Juan County's Request for Proposal for the lease of Orcas Island Solid Waste Transfer facility offers comprehensive and is in line with the state's Beyond Waste Plan.
The proposal states: Unlike other solid waste service providers our financial viability is not dependent upon the generation of garbage but rather on citizen involvement on keeping goods and materials cycling through the community to their best uses.
The proposal county's website, includes continued self-haul service, operation of a tipping floor for commercial trucks; commingled recycling with a switch to household-based source-sorted recycling in 2014.
The facility would take used oil, used anti-freeze, steel, batteries, used appliances, electronics, construction and demolition material.
Composting of food, yard waste and clean cardboard is included in the proposal. Education and outreach is a major part of the proposal. Space set aside for reuse workshops is mentioned.
The proposal is based on partnership with private vendors - Orcas Freightlines, San Juan Sanitiation and others. The facility would be open four days a week - possibly more.
