The driver, a 58-year-old Eastsound woman was not at fault. She was stopped at the intersection of Northbeach Road and School Road. The bicyclist was going westbound on School Road preparing to cross North Beach Road. As she began going through the intersection, he went through the stop sign without stopping and was struck by her car. He and his bicycle were partially pinned by the front spoiler. The accident report clearly stated the driver was not at fault. The slow rate of speed of the car was a key reason for the lack of injury.
