Friday Harbor Port District Port Commission Meeting December 11, 2002 MinutesThese are the minutes of the December 11, 2002 regular meeting of the Friday Harbor Port Commission. Commissioners attending were Mike Ahrenius and Greg Hertel. Staff attending were Port Director Steve Simpson, Auditor Marilyn O'Connor, Airport Operations Manager Pat Mayo, and Harbormasters Tami Hayes and Ed Barrett. The meeting was called to order at 4:10 pm. 1. Approve the minutes of the previous meeting: Mike Ahrenius moved to approve the minutes of the November 13, 2002 meeting and the November 20, 2002 Special Meeting. Greg Hertel seconded and the motion passed unanimously. 2. Citizen comments/requests: Maintenance Supervisor Bob Freeauf reported on year-end projects and upcoming works for the new year. An operations manual has been completed. The portable restrooms are under reconstruction and much time has been spent on winterizing the marina. 3. Public hearings: None. 4. Consent agenda: None 5. Commission action issues: A. Approve signatures on land lease sublet agreement. Steve and Michele Luther of Aloha Appliance request to sublet to Friday Harbor Pet Supply. Greg Hertel moved to authorize signatures on the "Authorization to Sub-let Aloha Appliance" building to Friday Harbor Pet Supply. Mike Ahrenius seconded and the motion passed unanimously. B. Approve engineering contract with Peratrovich, Nottingham & Drage for construction drawings and bid documents for renovation of Main Pier: Greg Hertel moved to authorize signatures on the amendment to the consulting agreement. Mike Ahrenius seconded and the motion passed unanimously. 6. Commission discussion issues: A. Commission review and discussion of 2002/2003: Staff and the Port Commission discussed the projects from the last year and shared thoughts and ideas for the upcoming projects of 2003. 7. Staff Reports: A. Auditor: Marilyn O'Connor reported that she is continuing to work on the transfer of the Port's retirement plan from Piper Jaffrey in Seattle to Smith Barney in Friday Harbor. The transfer should be complete right after the first of the year. B. Airport Operations Manager: Pat Mayo reported that some administrators from the FAA would be conducting a 405 survey in the next few weeks regarding the TLS approach. He also reported on the status of the terminal roof, which needs to be replaced. C. Harbormaster/Marina Report: Tami Hayes reported that more slips are becoming available every month. We now have more open slips then ever before and we will be looking at new ways to accommodate groups in July and maybe even August. D. Port Director: Steve Simpson reported that he had written a new traveling policy. Mr. Simpson signed the new stormwater permit with the Town, which will require water testing which we are responsible for. He also reported that Gary Bolster wanted to do some preliminary digging at the new hangar lease site. Mr. Bolster will have to disclose any findings to the Port. Greg Hertel moved to pay vouchers C20075--20085 in the amount of $1,1812.86 and G20748--20793 in the amount of $33,499.73. Mike Ahrenius seconded and the motion passed unanimously. The meeting adjourned to Executive Session at 5:20 p.m. for a personnel issue and reconvened to end the meeting at 6:10 pm.
