Minutes of the Regular Meeting
June 10, 2004

Call to order and confirmation of a quorum

The meeting was called to order at 7:00P.M. in the Port conference room by Ulanah McCoy, Chairman. A quorum was present. Attending were: Ulanah McCoy, Steve Hopkins, Frank Cantwell, Al Edwards, Jack Becker, Bea vonTobel, Valerie Moriarty.

Approval of minutes

Hopkins moved, Edwards seconded approval of the minutes of May 27, 2004 as presented, and the motion was unanimously carried. Public access time

Valerie Moriarty was present as part of the Orcas Safety Seat Team to ask the Commissioners for the use of the Larson field and day park during the weekend of July 16-18 for the Wenatchee Youth Circus. The group would arrive on Thursday evening and have one performance on Friday and two on Saturday, camping on the field for the three nights. Approximately 40 families would be there along with the requisite equipment. Restrooms would be available at the fire station and the Christian School. Cooking of meals would be accomplished on site with their own equipment. Haying was scheduled to be done before that weekend.

A question on insurance and Port liability for allowing use of the land was asked, and Moriarty noted that she would present the Port with proof of same.

McCoy moved, Cantwell seconded granting use of the property, and the motion was unanimously carried.

Unfinished Business

1. Port of Orcas Capital Projects for 2003: status report The airport manager is awaiting final paperwork for this project. Continuing pressure at the federal level for the completion of the GPS approach was still being undertaken.

2. Pending Litigation: status report No report

New Business

1. Runway/Taxiway Crack Sealing An estimate had been received from Chandler Construction, Inc., in Burlington. Discussion centered on the cost. The airport manager was asked to solicit other estimates, and inquire about the quality and cost of work this company has done at other airports, with a report to be submitted at the next regular meeting. The airport manager was also asked to see whether there might be any funds available from either state or federal coffers to aid in the payment for this work.

  5. Chandler Construction, Inc., estimate for runway/taxiway crack sealing;

  6. WPPA, 2004 Commissioners Seminar registration.

Approval of Vouchers

McCoy moved, Becker seconded approval of May 2004 general fund vouchers in the amount of $3,499.90, and the motion was unanimously carried. Cantwell recused himself from the vote.

McCoy moved, Hopkins seconded approval of May 2004 capital projects vouchers in the amount of $3,038.01, and the motion was unanimously carried. Cantwell recused himself from the vote.

Next Meeting and Adjournment

The next regular meeting of the Commission was scheduled for 7:00P.M., June 25, 2004 in the Port conference room.
