San Juan Island School District Superintendent Michael Soltman presented a brief history of the school district's activity regarding development of ballfields at its Carter Avenue property during the July 27, 2005 school board meeting.
HISTORY of PROJECT
1997
Voters approve $11.5 million capital bond to modernize high school and middle school, and
To purchase 30 acres at Carter Avenue for future high school and athletic fields
August 23, 2000 School Board Approves:
- Fall 2000 – Preliminary Engineering of Athletic Fields and Planning through January 2002
- Bond Election Planned for February 2002
- Projected Field Openings in 2002 and 2003
January 2001
District becomes partner in gravel pit project. Planning for Carter Avenue fields discontinued
November 2003 – Island Rec. levy fails – "Message from the voters"
August 25, 2004
– School Board Discussion of Field Development Parameters:.- Seek public parks agency to lease and. develop fields with community input.- Lessee to be responsible for planning,. development, construction and all related costs.- Lessee to be responsible for operation and. maintenance and all related costs
September 22, 2004
Friday Harbor Athletic Association proposes to School Board:
- Develop fields through private donations
- No cost to the school district
District’s capital fund balance at $0.
Fall 2004 – Winter/Spring 2005
Several months planning with user groups: Island Rec., Little League, S.J. Soccer, Lacrosse, Tiger Football; Adult soccer, softball, ultimate frizbee, etc.
Island Rec. offers to administer and maintain fields "pending appropriate financing."
60+ gallon/minute well drilled for irrigation – second well planned
Galt reports donations from LaFarge and $50,000 private donation – Other commitments of time, equipment and materials
User groups agree on field layout

Despite assurances that "neighborhoods are on board," District meets with neighborhood groups expressing concerns about access.
July 2005
District researches concerns, donations, and regulations (July 2005).
Actual Commitment is 1,000 cubic yards of pit run at $12/yd. or $12,000. (may be as much as 1500 cubic yards available). No commitment of sand. There is no $200,000 – $350,000 donation as reported.
Estimated need for material is 14,000 cubic yards
No urgency to move material.
Pit run can be stored on site. Sand, if any, can be stored on site..
County will store material if needed. (-When gravel pit purchase is complete,. County would store material. - Randy Gaylord
MATCHING FUNDS
- The District received a total of $651,064 in construction matching funds from the State during 1999 and 2000.
- $354,970 was used to finish the modernization program in 2000 and 2001
$296,094 was used to complete other capital projects in 2002.
- A final state match payment of $42,227 was received and spent for capital projects in 2003-04.
