Level of Service under route-based SW system discussed
Which solid waste services should be tossed to a private hauler? The six-members of the San Juan County council attempted to sort out what they believed San Juan Sanitation's role should be, what might be done by another private party, - if there is one - what is already provided by private businesses and what the county will likely have to do.
The final answer will be the Level of Service (LOS) provided to county citizens.
Public Works Director Frank Mulcahy, utilizing a report by Utility Manager Ed Hale, detailed in a presentation to the council the various types of services which need to be provided by some entity.
The council wasn't able to parcel out all of the necessary services; leaving disposal of some such as medical waste, batteries and hazardous waste for future discussions.
Thrashing out how to encourage customers to continue to recycle took up a great deal of time. The council believes it is essential to have the private hauler pick up recycling and garbage on the same day. Very few customers would be willing to haul garbage out to the road one day and trash another.
Chair Patty Miller said she would work with the Solid Waste Committee, a volunteer advisory citizen committee, to resolve the outstanding issues and report back to the full council.
Council member Richard Fralick, participating via WebEx fr9m Hawaii, asked when the council would be working on Requests for Proposals (RFP). The Port of Lopes, which is interested in using the existing facility on Lopez to provide service for the island, is anxious to proceed. The Exchange on Orcas is also interested in its future.
Miller said the next council meeting will deal the RFPs.
